Asianet news channel had shown the visuals of a village officer receiving bribes taken in a hidden camera.The village officer was suspended.But within days he was reinstated.After the fake  Appointment issue,the secretary of the  Service organisation  allegedto have been behind this, recently had a press meet to  explain their stand.In that meet a media asked to him  why a culprit who received bribes with visual evidences was reinstated in service.The Secretary 's reply"It was not bribe.He was receiving the wages for his private service of survey (Vasthu alannu kodukkal) done in a holiday"

A govt servant is not permitted to do private  work utilising his expertise earned through
govt service and authority   so long as he continues in service except without Govt permission.

He had been an MLA.Thereafter he became a minister.The factor which helped him was his professional education.When he was an MLA he had been very close to me.On many a times I had dropped him infront of MLA quarters in my car.When he became minister I was very much happay and was very proud of being the friend of a minister.

On the very first week I visited the minister in his chamber.I sat infront of him.But he did not even look at me. I felt a little humiliated.Still i waited there thinking that he  was busy.He was entertaining the other visitors.When all the visitors  were gone  he looked at me indifferently and asked"Ippol evideya?"

I was wondering at the attitude change of him.Adhikam samsarikkathe njan sthalam vittu.There after I met him only officially.When I was collector he had come  to my district and I was the welcome speaker in the function.I t was just a protocol.After 5 years he lost the ministership.But he earned  fortunes,allegedly amassed wealth,a vigilance case pending ,lost in the next election and now only an EX.Minister.

                                           I met  the Ex.minister in a cinema theatre some years back.The film was Lokanathan IAS acted by Kalabhavan mony.In that cinema there is a scene where the Collector(Kalabhavan Mony) slaps the minister.The Ex.Minister  said to me"'What a nonsense!.Oru manthriye collector adikkukayo?Ithu evide sambhavikkum?" and waited for my reply(I was also a collector for 2 years)

"Nammude chila manthrimar athu arhikkunnundu Sir" He was perplexed to hear my instant reply.

Mr.Siromani(This is not his real name) was a Tahsildar in a Highrange taluk.A person appointed in high ranges  is said to be winning lottery.Within years they become  immensely rich.I do not explain the  reason.You can  simply guess.Siromani  was thus rich enough to  to make others jealous of him.He died of heart attack in his age of 45.It was a tragic death since his marriage was a late one.His dead body was  taken to TVM for cremation.All the arrangements were done by another Tahsildar MrChathunni(This is also not his real name).Chathunni was a Special Tahsildar then.Spl.Tahsildars are considered to be less in powers and respect eventhough the salary is the same.So everybody's intention is to become a powerful Local tahsildar.Mrchathunny also belonged to TVM.It was Mr Chathunni who accompanied the dead body in Ambulance from Highrange to capital.But at the time of cremation Mr.Chathunni was not seen   there.Where is Chathunni?Everybody enquired.Chathunni shava samskarathinu kathu nilkkathe nere poyathu Revenue board officilekkanu.Enthinenno?To ensure the vacancy of the deceased Local tahsildar.He was influential to be posted at the  vacancy caused by the death of Sirimani.Mr Chathunni  who became Local Tahsildar acquired  enough and more wealth  by continuing there for years .

What he earned through bribes was invested in real estate in the name of his wife and her brother.Later they were departed.After his retirement he asked for his binami properties.Bharyayum sahodaranum  kai malarthi(.Ethu vasthu..Ethu swathu..?Po koova thante padu nokki...)Chathunni lost every thing he earned.He is still alive.When i saw him recently he was so old and tired.Still he came for my son's marriage.

Let me tell you that my service experiences are not to demoralise any govt servants or to create an image that the govt service is rotten fully.But i cannot hide things which I have experienced in my 38 years  service from 71 -2009 june including my IAS service for sixteen and half years.Please excuse me  if I have irritated any Govt.servant..I am sure in one thing that even an enemy of me will never say That I had been corrupt..I still do not know who taught our govt servants to be  so stiff and unpleasant towards public.

Some years back.When the ration cards were revised my wife's name was  entered there wrongly.Her name is Omana but in the card it was Bhavana.(Naturally my wife asked  whether i have any additional wife named Bhavana)So to get it corected my wife approached rationing office.The section clerk indifferently asked to come after2 weeks.After 2 weeks my wife goes to the office and tells the clerk that she has come after the 2 weeks.Then the clerk insultingly asked"Oho..athra kiru krithyamayi varan ningalodu aru paranju?"

My wife was irritated and told him"Maryadakku samsarikkanam.undestand that I am also working in another office"

"Ningal athiravile enne maryada padippikkan vannathano?"his response

"Maryada kuravanenkil chilappol padippikkendi varum"My wife's reply

Enthinu parayunnu.The cofrontation developed to situations.My wife's friend girl advised to my wife  not to talk further with him but  to meet the supply officer personally and introduce herself.My wife met the officer and said she is so and so and the wife of PC Sanalkumar IAS.

Hearing my name the officer asked her to take the seat and called her 'Madam'

"Excuse me madam.I will do the needful." W

thin 15 minutes he returned the ration card with the correction attested.My wife became OMANA from Bhavana.

You just think.It was due to my identity and celibrity only that the officer interfered and solved the issue.Otherwise she would have to suffer a lot.This is the typical nature of a govt.office.

It was in my age of 22  I join in a public undertaking as an Assistant and continued there for 5 years..I had to join a trade union lead by leftists.At that time there was a strike which lasted for 17 days.Eventhough a probationer I was  forced to strike.My leaders asked me to insult my officer and let off the air from the wheels of his car.Toshow that I am smart I did what those leaders asked to perform.I  later resigned the job to join a better position in GovtI .When i became an officer I understood  what an officer is.I felt  guilty  in what I did.Years rolled on.One day I accidentally  met in train my former officer whom I insulted when I was a lower employee.I asked him to pardon me for what I did  on the instgation of others.He smiled..when I entered into matured service I saw the  varied faces of  service organisations  hypocriiical in their attitudes.I will conclude this note with a recent incident.A  lady  whose husband  is  known to me for years  is a  a clerk in a govt Office..She was suspended for some financial irregularities detected in audit.She says she doesnot know how it happened She was inexperienced.Any way it is serious. .Some vouchers were missing.The service organisation leaders asked her to admit the charges and assured they will look after.She admitted all the charges and remitted 6 lakh rupees pledging her ornaments in bank.It is now more than six months since her suspension.She is not reinstated.The same leaders asked 2 lakh rupees as bribes to reinstate her.Her husband asked me whether I can do any help.I telephoned the Director who is an IAS man and my junior in service,  and asked to kindly do the needful.He gave personal direction to the officer to reinstate her  pending enquiry.Now the leader asks one lakh as bribes otherwise they may give it to vigilance.It was a trap.Now the lady is struggling to find out one lakh rupee.What you say about the leaders?

My home( Dimple )  is by the side of the main road where traffic block is a usual phenomena.The road is narrow and the vehicles  are thousands.Two ladies had lost their life one year back.People protested and then forgot.Opposite to my home and by the left side of the road Waterlemon is dumped for sale.Passengers stop there and  purchase retail and whole sale.Due to the compulsion of my every day I one day telephoned to the Vilappilsala Police station and introduced my self and told the complaint.The man who took the phone reacted with moderate respect  and assured immediate action.But even after 2 weeks nothing happened and the waterlemon sales were flourishing.I once again called them.Then the S I explained that the left side of the road does not come to their jurisdiction and it comes  in the limit of Malayinkil police station.I called them.They also  reacted  with moderate respect and assured  action.I waited for another 2 weeks.Nothing again happened.Manasikamayi enikku valaiya ksheenamayi.I noticed that the local public has no voice and response.

Fortunately enough I was invited to inaugurate the annual day of Golf club(Kowdiar)residence association .Mr.Hemachandran Southern Range IG.of police was also for the function as he is one of the VIP residents of that Association.I told him what happened.After the function was over I  returned to my home.Wonderfully enough  the waterleamons have disappeared.After that no sales at all and the road side is free from any kind of sales(tender coconut,waterlemon etc)

It was only due to my friendship with higher Police officers that my request  found successful.My Residents Association ( where I am the Chief Patron )was  also silent on these issues.Any way I found success in this issue and saved my pretige.
